Hi Steven,
I hope you can help us out - I've been following the local press coverage of the Fife Institute situation and have been reading this week's gazette in which two figures are quoted. The figures are "£8 million to repair/fix up the existing institute" and "£10million to build a new facility".
I realise that these will be media friendly numbers, but wondered if you can send me a copy of the research that's behind these figures. There's some debate on the glenrothesspoon.com forum regarding the issue at the moment, and I'll post the numbers there (provided you are making them publicly available).

"Glenrothes It is important that we recognise the pivotal role that Fife Institute has played over the last 4 decades in providing a sports and Leisure focus in Fife and a broader commitment to the ideals of participation education and excellence. In considering the development of a leisure plan for Glenrothes detailed consideration will be given to how best to achieve a continued presence at FIPRE. This should consider a combination of investment in existing provision on site, and consideration of new enhanced provision. It will also be important to consider the distribution of sporting and leisure provision across Glenrothes that currently exists and to examine the potential for new replacement or enhanced provision at other locations. The overall objective should be to ensure that quality sporting and leisure provision is accessible to the local population and that this will require the availability of sports and leisure provision at a range of Glenrothes locations.
4.3 Kirkcaldy In considering the sporting and leisure requirements within Kirkcaldy a review of existing and planned provision will be necessary. Consideration of the options relating to Kirkcaldy Pool should be considered in the wider context of the potential for regeneration within Kirkcaldy Town Centre, as well as any longer term proposals for the eastern expansion of Kirkcaldy. This potentially provides the opportunity to consider new and enhanced sports and leisure provision but this must be balanced by a broader consultation on issues of accessibility. Given the range of factors currently weighing on the existing Kirkcaldy Pool, serious consideration should be given to exploring options for replacement or enhanced provision on a new site, within the context of a broader sports and leisure plan for Kirkcaldy."

Here's what I was just saying to someone today....
"The strategy seems to me to be: Keep full control of consultation/decisions Widen out the consultation to include groups and agencies (therefore Kdy-centric) Minimise the 'joe public' component weighting via above Consult Fife-wide with the (reduced impact) public component (therefore Kdy-centric again) Drop in the 'Trust examination' to the Future of Leisure Group's remit It seems to me that nothing has really changed regarding what they want to achieve, they're just having to change their public mantra and are trying (and failing) to be a lot cleverer in their manipulation of the public. Maybe I'm being overly cynical?"
I think we need to watch this 'loaded' consultation VERY, VERY closely or we will still be sold down the river by well paid people who don't live around here!

And also one from Grant Ward in which he's detailed the costings - I'll paste it under here: Mark
A detailed condition survey was carried out by Arup Scotland in June 2003, including estimates of the remedial & replacement costs required to address the fabric, structure, mechanical and electrical issues at FIPRE. A 10% contingency has then been included and the costs uplifted to reflect a building inflation of 5% per annum between 2003 & 2006. This, together with the cost of refurbishing the outdoor sports facilities, provides the base estimate for upgrading FIPRE.

The estimate for a new build facility - assuming a like-for-like replacement - is £10 million and this is based on the cost of other similar sports & leisure facilities recently provided elsewhere in the UK.So there we go, thanks to both of them for sending over the information.
